Telaga Emas - Update

This saga has been continuing since many weeks now and seems the fight has not been deem a failure.
Up to today, many things has happened..........from the day the Test Pile has been done.

As you guys may know, test pile has been done on the 15th September 2010 and based on the so called invisible report (which till today we have not receive it), they seems to follow all the rules and regulations set by our local government. From the test pile, what they need to achieved is to reduce the vibration as well as the sound. This of course was done under close scrutiny of MPSP staffs as well as our very own Vista Bay residents. Unfortunately i was not able to attend this test pile process. Once done with the test pile, seems the measurement that they have made was siding them. The measurement of vibration of 1.4mm/s to 1.5mm/s was way below the maximum limit of vibration measurement which is 5mm/s. Or course again, this was done under 2 feet distance of the hammer to the beam itself as well as putting some wooden plank in it to soften the blow but then, question is, can they sustain this environment for long? Wooden plank can be broken after a few piles, so replacing them everytime it breaks is practical enough? Furthermore, can they maintain the height of 2ft consistently? From the discussion on the test pile day, resident of Vista Bay would need to wait till the report to come out and if all favours the developer, then the piling would be proceeded.

After 2 weeks, 27th September 2010 to be exact, MPSP officer called me up while i was away oversea and they told me that have received the report from AIRMAS and seems everything to be ok. So, they will start pile again the following day. I was amazed and shock at the same time. How could they have started work even before we, the resident of Vista Bay got the report. Why do they overlook us when they have promised to give us the report during the test pile discussion? Something seems to be wrong and this would definitely won't go down good with the MPSP. What make matter worse was when i asked the officer since you said the vibration was under control, what about the noise pollution then.............he was dumb-founded as he has no answer to it as we all know that this hammer pilling would surely fail the sound test. For your information, a maximum value for sound at residential stands at 60db against the hammer pilling sound which emits minimum of 98db to 100++db. Since i'm at oversea for my work, i ask my residents help to follow up with them about report.

On the 28th September 2010, a meeting was called regarding the objection we submitted the month before about the Telaga Emas project (Plan changes). The meeting was a dissapointment as they only allow us to talk if we have any objection to the plan change ONLY and no other stuff should be brought up. Since we were there to talk about the project as a whole, we were sent off without any result within 5 minutes. By the way, there were about 10 residents came by to support us that day, 4 from AIRMAS and countless from MPSP side. Sadly, i was not part of the team of resident as i was away oversea.

I got back that weekend to Penang, unfortunately, they have started pilling again on Friday (1st October 2010). To make matter worst, they even pilled their way till later Saturday afternoon. Residents got angrier by their irresponsible action. By Monday (4th October 2010), i called up again to MPSP and everyday there onwards to bug them about all this. They even start to give me Yang DiPertua hp just for the sake of asking me to stop bugging them. It was damn hilarious. Anyway, I did not manage to call YDP as i believe his Pengarah Jabatan still can do something about this and true enough, they call me up the next day and give me a proposal, their so called final proposal, the best they could do after consulting with the developer.
"Please give them another 3 days to pile and once the 3 days are up, they will do injection pile from there onwards. This 3 days pile will be done away from the furthest point from your building and the 2ft agreement still stands.". This has been said to me by the Pengarah Jabatan himself after consulting the YDP himself.

That was just the beginning of a finale between us and developer for the piling case. Seems in the haste of them finishing the pilling, they break every rules they can afford. They start to pile more the 2 ft high and also do as fast as they could. What they did not notice is that, we have all the eyes on our side. We recorded and we get all the proof we need to make sure they stop at their tracks. Pictures taken and analysed and seems that they do really pilling more the 2ft distance high as permitted. We took this case to the Pengarah Bangunan and before we could say it, we found out another issue, they start to pile to the nearest point to our building against what they have promised earlier not to. So, by now, we have another point to have a go at them. Almost to the near end of the day, we went to see YDP together with the Pengarah Bangunan so that a decision can be made to stop them from pilling again.

Decision has been reached, they will ask the developer to stop at once temporary. They will sent over a guy to the site at once and talk to the developer about this and he requested to be there as well. So, we went back and met up with the MPSP guy (Zainuddin @ Din) together with us and the developer guys (Mr Sim + Ms Teh). We were trying to ask them to stop work since they have shown their inability of sticking to promises but Din and developer insisted to have them continue but as according to plan which was mentioned earlier. We said "Sorry, they have prove their irresponsible on handling their case, thus, we WANT them to stop now..........!!!". For now, they will go back and compile the report and decide tomorrow on this matter.

If all else fail...........we would need to got for plan B and this time, no one, and i mean no one, on the developer side as well as MPSP will be happy about it.
